The privacy cover can be used when installed in a vehicle WITH a base but not without a base.

The Pivot Vizor Travel System includes 1 stroller frame, 1 toddler seat, 1 infant car seat, 1 infant car seat base, 1 detachable pouch with built in privacy cover, and 1 separate privacy cover.
Q. What are the dimensions of the car seat and base?
The dimensions of the LiteMax Infant Car Seat and base are: 28.5" d x 19" w x 24" h.
Q. Can additional car seat bases be purchased?
Additional car seat bases are available for purchase. Any LiteMax or SafeMax base will work with the included LiteMax Infant Car Seat.
Q. Is the base required for use in the car, or strictly for convenience?
The base is provided for quick, convenient installation, but the infant seat can be installed in vehicle with or without the base! Do not use privacy cover if you are installing the LiteMax Infant Car seat in your car without the included base. Please refer to the instruction manual for proper installation.

I can not brag on this system enough, I absolutely love everything about it!! It looks extremely high end and modern, the fabrics are plush and wipe easily and the car seat is light and my baby seems to enjoy it- she falls asleep immediately when we put her in it.
